Another type of list is a definition list.
Start with this...
<BODY> <DL> </DL> </BODY>
Then add a definition title...
<BODY> <DL> <DT>10th Amendment </DL> </BODY>

And a definition item.

<DT>10th Amendment
<DD>The powers not delegated to the United States by the
Constitution, nor prohibited by it to the States, are
reserved to the States respectively, or to the people.

As a finishing touch I like to make the definition title bold. It's not required, but I think it looks much better that way.

</DL>
</BODY>
