The sound would be produced by a slide whistle with the pitch level controlled from a cam. A stack of cams with different patterns for each digit, and the cam to be used selected by the motion of the clock; e.g. the cam stack is slowly raised over the course of the day, and dropped at midnight. Each rotation of the cam plays the selected digit.
