As far as I can tell, ONLY Google Cloud allows /ongoing/ free
development use. E.g. all the others offer X hours free, then you pay for
any activity from then on. Google allows 28 free instance hours per day and
9 free instance hours per day... forever... e.g.

"Instance usage is billed by instance uptime, at a given hourly rate. There are separate free daily quotas for frontend and backend instances. Note that when you use the Modules API, the module's instance class determines which quota applies.s
